MAA Testifies in Support of HB 5255

On November 3, 2021, MAA Executive Director, Doug Needham, along with MAA tax attorney Lynn Gandhi, of Foley & Lardner LLP, testified in front of the House Tax Policy Committee in Lansing in support of House Bill 5255.
 
MAA testified that the legislation, recently introduced by Rep. TC Clements, would set clear and consistent regulatory standards which ensure the recycling of asphalt or concrete is considered an industrial processing activity. As such, any equipment used for this activity would be classified as industrial processing equipment, regardless of whether a sales or use tax is ultimately paid on the produced product.
 
The State of Michigan is investing more than ever to rebuild our crumbling infrastructure. MAA supports HB 5255 because now is not the time to impose additional fees and taxes on our industry as we work to recycle and reuse as much of our existing infrastructure as possible during the rebuilding process.
