Registration Requirement for 100% State Funded Projects

Effective June 6, 2025, Bid Letting

Public Act 10 of 2023 requires all contractors and subcontractors working on 100% state-funded projects to complete an annual registration with the Department of Labor and Economic Opportunity (LEO) before bidding. Contractors must complete the registration process identified below and provide proof of registration to MDOT when requesting to bid on projects subject to Public Act 10.

Identifying 100% State-Funded Projects:

100% state-funded projects can be identified on the e-proposal website, within the specific letting item, under “Plans and Proposal.” If there is a file named, “State Letting Requirements,” the bid letting item is subject to Public Act 10 and will require bidders’ registration with LEO.

State Project Registration Process:

Prime contractors are responsible for ensuring all subcontractors working on 100% state-funded projects are registered with LEO.
